The Paris and Tokyo MoU CIC on STCW will commence on 01st September 2022. Most likely, all other MoU except the USCG will join the campaign.
In addition to the regular PSC inspection items, the CIC questionnaire will be used by the boarding PSC Officers and all items listed in the checklist will be verified in detail for compliance.
Any deficiencies noted during the CIC will be included in the PSC inspection report. Deficiencies on STCW, MLC, voyage plan or familiarization of crew with the assigned duties as per muster list will most likely trigger a ISM related deficiency.
ISM Managers are encouraged to verify :
- Muster lists on board are maintained up to date reflecting correct details of duties for each crew members.
- Crew member acting as subordinate if in case required, is aware of the duties to be carried out by him/her when needed.
- Crew members are well trained and familiar with their duties in case of an emergency
- Minimum safe manning is complied with. Flag state endorsements or applications are in order.
- Master/Vessel Management Team on board is fully aware of the relevant STCW certification codes.
- Adequate safety familiarization is provided to crew upon joining the vessel in line with company’s procedures.
- Watch schedules prominently posted in all common spaces.
- Work Rest hour records are accurate and complete. Suggest ISM managers to review same every fortnight.
- Compensatory rest is provided when NC has occurred.
- All seafarers on board have valid medical certificates.
It is highly recommended that ISM Managers carry out the checks as per the checklist with all fleet vessels as a part of preparation for the CIC and repeat the checks every month until 30th November 2022.
